One of the ways in which the City of Bellevue manages transportation demand is through Transportation Management Plans (TMPs). TMPs are required by developments that have a significant impact on traffic and parking. TransManage, a division of the Bellevue Downtown Association, facilitates a number of these TMPs, which have included:
- Commuter Information Centers displaying transit and bicycle maps, transit schedules, ridesharing information, and brochures.
- Distribution of non-drive-alone commuter information.
- Financial incentives such as reduced-cost transit passes and free-park days each month for regular carpoolers, vanpoolers, bicyclists, and transit riders who may need to drive alone some days for appointments, meetings, and errands.
- Designated parking spaces for carpools, vanpools, and car-shares (e.g. Flexcar).
- Guaranteed rides home for non-drive-alone commuters who may be required to work late, or because of a need to leave early due to illness or home emergency.
In addition, some developments have included bicycle parking in garages, at building entrances, and in secured areas, along with shower facilities. The City also installs bicycle racks on sidewalk locations convenient to building entrances.
